Background
Investing in young people is pertinent for the Kingdom of Eswatini given that 73% of its 1.1 million population is under the age 35 while 52% and 39.6% is under 20 years and 15 years, respectively. By classification, the youth demographic comprises of persons who are within the age bracket of 15-34[1], which represents 37% of the total population, with females forming the majority accounting for 53.5% of the group.
The potential, ability, creativity, enthusiasm and energy of young people to advance national economic aspirations cannot be overlooked, however, this can be facilitated through the proper and adequate investment on the young people. Key to the improved investment on young people is the development and operationalisation of the national youth policy which was developed by the MoSCYA through financial and technical support from UNFPA. Despite the existence of these two documents, there is further need to strengthen the Monitoring and Evaluation of the implementation of these documents. This can be achieved through the development of the National Youth Policy Results Framework.
It is against this background that the MOSCYA with support from the UNFPA intends to engage a local consultant to develop the Youth Policy Operational Plan results framework
Purpose and Objectives
The purpose of the consultancy is to develop a result framework of the National Youth Policy Operational Plan with the aim of improving the monitoring and evaluation of the policy operational plan.
The objective of the consultancy is:
- To identify and develop specific national level outputs and outcomes of the policy operational plan.
- Identify specific output, outcome, and impact level indicators of the youth policy operational plan.
- Develop the Theory of Change and Results chain of the youth policy operational plan.
Methodology and Technical Approach
The Consultant is expected to:
- Develop a comprehensive result framework of the National Youth Policy Operational Plan with its accompanying Theory of change.
All necessary guidance and documentation will be provided by MOSCYA and UNFPA
Deliverables and Timeframe
The consultant will be engaged on a full-time basis starting from 02nd May – 02nd June 2023. However, only fifteen (15) working days will be paid.
Deliverables:
- Inception report
- Final Policy Operational Plan Results Framework with Theory of Change
Management and Organisation
The contractor will be supervised by UNFPA ASRH Programme Associate with an oversight role of the UNFPA HOO. This will be done in close collaboration with MOSCYA Director Youth Affairs.
The performance of the consultant will be evaluated against the timely submission of a high-quality Youth Policy Operational Plan Results Framework. Other indicators will include technical and professional competence, quality of deliverables, demonstrated initiative, responsibility, work relations, and communication with all key stakeholders, MoSCYA and UNFPA.
Qualifications and Competencies
UNFPA and MoSCYA is looking for a highly experienced and qualified Local Consultant who is expert in the area of youth Health and Development and has an extensive knowledge on various policy options on adolescent and youth programmes.
The Consultant must:
- Advanced Degree in Social Sciences; Public Policy, Community Development, and any other relevant qualification.
- Have minimal of 7 years work experience on youth development and HIV in different international agencies, preferably the UN system.
- Have a thorough knowledge of State of the Youth Report, Demographic Dividend report, National Youth Policy, National HIV/AIDS and SRH Policy, Population Policy and Adolescent and Youth strategies as well as the UN Youth Strategy.
- Have excellent analytical and writing skills in English.
- Practical experience in formulating strategy and policy development
- Familiarity with the MoSCYA and UNFPA mandate goals.
