Under direct supervision of the UNFPA Head of Office, the Programme Analyst - Gender is responsible for provision of Technical Advice (TA) in Gender equality and women empowerment thematic area of the Joint UNFPA and Government of Eswatini programme (2016-2020) in line with the UNDAF and using the Delivering as One Approach. The Program Analyst – Gender Consultant will also be responsible for providing support to the RC office to Coordinate the establishment and the functioning of the Gender Theme Group, including the GBV sub- cluster |
Job Purpose
The Programme Analyst - Gender Substantially provides high quality technical advisory services and effective management of gender and social norms programme area of UNFPA Country Programme aimed at promoting gender equality and women empowerment. This is as to contribute to one of the Global Strategic Plan Transformative results of zero gender based gender based violence and other harmful practices by 2030. He/she ensures coherence with agreed national and international planning frameworks while ensuring synergies within the other country programme thematic areas, the wider One UN System in Eswatini and national partners.
He/she analyses and assesses relevant political, social and economic trends and provides substantive technical inputs to programme/project formulation, evaluation, regional and UN joint gender programming initiatives, national development frameworks and the United Nations Sustainable Development Cooperation Framework. He/She ensures strategic advocacy and policy advice at the technical level for the assigned areas and establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bi-lateral donor agencies and civil society to address GBV and emerging issues. He /she ensures rapid implementation of GBV programming in case of humanitarian emergency setting in accordance with multiple tools including the IASC Guidelines for GBV Interventions in Humanitarian Settings, Standard Operating Procedures, GBV Coordination Handbook, GBV Information Management System.
S/he works closely with the SRHR/Youth Advisor; Maternal Health and Family Planning Specialist; Population and Development Specialist the SRH/HIV Linkages Specialist; the UN gender Theme group and the GBV Sub-Cluster members, the Social Protection and Health Clusters..

The Programme Analyst - Gender will seek synergies with other units in the CO, Regional Office and HQ, National Government, relevant UN Agencies and One UN working groups, and other relevant national partners, whereby the incumbent will constitute a reference in terms of GBV related policy advice and implementation for the assigned areas.

Job Requirements
Education:
A master's degree in Development studies, Gender studies, Social Sciences or any related field, from a recognized institution.
Knowledge and Experience:
A minimum of 2 years of progressively responsible experience in Gender or women empowerment or a closely related field. Experience should include development of policies, ability to negotiate and coordinate with all relevant sectors of government, the private sector, international agencies and organized community groups.
